test wi-fi devices. in http://gerrit.chromium.org/gerrit/6405, we introduced support for running some WiFi autotests in a VM (running a test image). for those tests to work, the connection manager must not attempt to manage the devices used by the APs. this change adds a mod_for_test script that updates flimflam's init script, adding command-line arguments that tell flimflam to ignore the AP devices.
