Michael Marineau c560071714 dev-libs/atk: remove outdated ebuild and its dependencies ...

The atk (the GNOME Accessibility Toolkit) ebuild does not work with the
latest upstream eclasses. Instead of updating it just drop it and the
two remaining packages that depend on it:

 - dev-python/pygobject
 - dev-python/pyudev
