This will help our build scripts find the local IP address if the local
DNS name cannot be determined. gmerge and update_engine will use this.

...
This allows coreos-kernel to use a slot depend operator to force a
kernel rebuild every time the bootengine version changes even if
bootengine got build in a different emerge job.

fix(sys-libs/glibc): Build only en_US locale by default.
...
This is only applicable to building the SDK (boards ship with only the
built-in C and POSIX locales). The SDK chroot sets en_US by default so
there is no reason to waste time building other locales for the tarball.

fix(sys-apps/systemd): Fix systemd build during SDK bootstrap.

Since we have started patching the man pages we need to pull in docbook
and xslt to generate fresh ones. Doesn't impact other builds since
docbook is only missing early in the bootstrap process.
