Revert "dev-util/catalyst: Hack the stage1 script to upgrade ncurses"

This reverts commit 96efbc56da5b8782e31e117f952cc4dfee858b2c.
With all the slotted deps and soname changes built into the SDK,
the patch is no longer needed. This package can be dropped from
the overlay when Gentoo stabilizes a newer version.

dev-util/catalyst: Hack the stage1 script to upgrade ncurses

Add a patch to forcefully rebuild everything that depends on the
old ncurses slot. This patch should be dropped as soon as the next
SDK is built and used in the manifest repo.

Add a symlink-usr USE flag for keeping a minimal set of terminfo
files in /usr/share/terminfo.
Also allow writes to /dev/ptmx, which sometimes causes the sandbox
to fail Jenkins builds.

coreos-base/coreos-init: bump for coreos-install Ignition dest path
...
coreos-install now installs Ignition configs to /usr/share/oem/config.ign
so it doesn't need to modify grub.cfg.
