dev-util/shflags: import from upstream Gentoo

Nothing uses this directly yet.  We'll be migrating packages from
dev-libs/shflags in future CLs.

BUG=chromium-os:21742
TEST=`emerge dev-util/shflags` works even when dev-libs/shflags is installed
