Remove chromeos-[dev|test]-init deps

Now that chromeos-dev-init and chromeos-test-init are explicitly
specified in chromeos-dev and chromeos-test remove the hardcoding
in build_packages

BUG=None
TEST=build and run on daisy and trybots on a variety of x86/arm
paladin/full builders
