sys-apps/file: update to latest Gentoo stable

We need a newer version that supports latest python eclass.

BUG=chromium-os:26016
TEST=`emerge file` works
TEST=`emerge-arm-generic file` works
TEST=build_packages+build_image boots x86, and `file` on the target works
TEST=`cbuildbot arm-generic-full` works
