sys-auth/sssd: update to 2.2.0 sync with Gentoo

Update sys-auth/sssd, by syncing with upstream Gentoo.

Mainly needed by net-fs/samba 4.11.
Also resolves CVE-2018-16883, CVE-2019-3811, CVE-2018-16838.
