Include tsx test files in common vite config (#33342) 
* Include tsx test files in common vite config

Otherwise we miss a bunch of the shared component tests

* Add storybook/preview-api to optimizeDeps

which is what vitest is telling me to do, which will hopefully stop
it flaking out.
