- Removing platform dependencies from libc modules.
- Replacing panicking with actual error handling.
- Debug macros are included indirectly from assert.h. Removing
"platform_def.h" from assert.h and adding "common/debug.h"
where the macros are used.
- Removing hack for fixing PLAT_LOG_LEVEL_ASSERT to 40.
Instead removing assert with expression, as this
does not provide additional information.

Instead of exclude code for Versal, define only for ZynqMP.
For new platforms this code should be excluded so instead of

Use the IPI command GET_HANDOFF_PARAM to get the TF-A handoff
params, rather than using the PLM's PPU RAM area. With this
approach this resolves the issue when XPPU is enabled.

The reported function raises a error when compilers assert the flag
`-Warray-parameter=`, signaling that an array-type argument was promoted

Use long instead of long long on aarch64 for 64_t stdint types.

Timeout in IPI ack was added for functional safety reason.
Functional safety is not criteria for ATF. However, this
creates issues for APIs that take long or non-deterministic
duration like FPGA load. So revert this patch for now to fix
FPGA loading issue. Need to add support for non-blocking API
for FPGA loading with callback when API completes.

Versal firmware adds extra error codes along with PM error codes
while sending response to driver. This makes incorrect error
identification at driver side.
To fix this, mask the unnecessary error bytes before sending the
error code to the driver.

pm_service ipi functions can be used by other xilinx
platforms. So move it to common directory. Also change
node_id member type in pm_proc structure so it can be
used for versal where device IDs are used instead of
node IDs.
To accommodate this change header files are re-organized.
