In preparation for supporting mbedtls 3.3, usage of
mbedtls_pk_rsassa_pss_options[1] is made private and is broken on 3.3
However looking closely into the usage in 'verify_signature' function
is no hard reason behind usage of this struct and they could be easily
replaced with independent variables.
This Minor refactor to avoid using the struct mbedtls_pk_rsassa_pss_options
and use independent variable will provide compatibility with both 2.x
and 3.x

- Removing platform dependencies from libc modules.
- Replacing panicking with actual error handling.
- Debug macros are included indirectly from assert.h. Removing
"platform_def.h" from assert.h and adding "common/debug.h"
where the macros are used.
- Removing hack for fixing PLAT_LOG_LEVEL_ASSERT to 40.
Instead removing assert with expression, as this
does not provide additional information.

Add Crypto 713 support as crypto module and NVM counter provider.
As files under include/drivers/arm/cryptocell/713/ are copied verbatim
from the CryptoCell SBROM lib project they are filtered from checkpatch
coding style check.
