Dahlia e61f08b6f4 testing/barman: upgrade to 3.17.0 
- Add missing py3-setuptools dependency (for distutils).
- Add minimal check function. Many (but not all) of the other tests
  require optional dependencies. These three happened to be convenient.

  The check function is derived from apkbuild-pypi, template 4.
