Rasmus Thomsen 81464df596 community/vulkan-loader: downgrade to 1.2.137 
Needs to be downgraded since we downgraded vulkan-headers to 1.2.139 because
that causes other things to fail (e.g. gtk4.0). But vulkan-loaders
1.2.140 needs vulkan-headers=1.2.140 to build correctly.
