Celeste b7f60c015e main/util-linux: disable flock and waitpid tests on x86_64 ...

enough time has passed to show that the workarounds
added to check() do not work, and these tests will
not pass on the x86_64 builder (even though they
pass in the CI). keep the test timeout as a failsafe.
