https://github.com/redhat-developer/yaml-language-server/pull/1096 is related, but not sufficient, to solve the problem: in addition to the `@vscode/l10n` library, localization bundles must be installed in a location where yaml-language-server can find them at runtime, and by default this it `../l10n/` relative to server.js.
