Petr Vorel a4ed25173a main/iputils: upgrade to 20221126 ...

This release removed: ninfod, rarpd, rdisc
=> update remove non-existing meson config option.

Also remove MIT from licences (was for rdisc),
now there are only BSD-3-Clause and GPL-2.0-or-later.
