Celeste 68d0428d8f main/rust: upgrade to 1.80.0 ...

- Upstream now has a workaround to address what we were patching with
    revert-rustc_codegen_ssa-use-try_canonicalize-in-rpath.patch

  - Use only 1 loongarch64 patch, which is applied to all incompatible
    libc crate versions that are vendored

  - Fix rustc-dev subpackage being uninstallable due to having 2
    duplicate so: provides, which conflict with the main package
