Kevin Daudt 3b17fb34d8 testing/nomad: update yarn.lock ...

The build fails due to node-sass being outdated. Updating[0] node-sass
to at least 4.12.0 will fix it.

Also include a patch to remote husky as a dependency for the UI, which
is just anoying because it adds hooks to our repo.
