The current patch was taken from https://src.fedoraproject.org/rpms/postgresql/pull-request/29. It disables using of host specific cpu features when creating the JIT, for all platforms, just to workaround problem on one specific platform (s390x). This pull request has been superseded by https://src.fedoraproject.org/rpms/postgresql/blob/f35/f/postgresql-datalayout-mismatch-on-s390.patch.
