Sertonix 20a35f2f27 main/rust: remove --local-rust-root in favor of --enable-local-rust ...

The --local-rust-root and --enable-local-rust set the same values so
only one is needed. --enable-local-rust uses PATH which makes it more
flexible than --local-rust-root.
