Arne de Bruijn 3340cbddd1 main/ngrep: fix build with gcc-15 ...

Backport two upstream fixes:
- fix configure script to allow using PCRE again (to avoid using the
  bundled non-C23 GNU Regex library)
- add arguments to function pointers for C23 compilance
