Dermot Bradley a9cf7ee19c testing/cloud-init: upgrade to 20.2
Updated to 20.2 release. Adds Alpine support to ca_certs, ntp, power_state,
and resolv_conf modules. Created apk_configure module. Improved networking
and user/group functionality.

Become package maintainer. I have signed upstream CLA and am working on
upstreaming these changes.
