A. Wilcox da3454c92f main/sdl_image: multiple fixes 
* Enable libwebp, since we have it now.  (still dynamic dep)

* Fix license; this is zlib license, not LGPL.

* Mark as having no test suite.

* Modernise to meet modern Alpine packaging standards.
