Also, updated new config options and comments from `conduit-example.toml`.

The check for updates option has been disabled as that involves phoning home.

However, the display name lightning bolt option is left enabled,
as according to `src/service/admin/mod.rs`, the Conduit lounge
Matrix room is only open to people running Conduit, and the
lightning bolt is *probably* how they filter people out.
