main/eudev: add util-linux-dev to makedepends to enable builtin blkid (need for raid arrays)
...
Without it I have an error in dmesg abuit absence of builtin blkid:
udevd[1507]: IMPORT{builtin}: 'blkid' unknown /lib/udev/rules.d/63-md-raid-arrays.rules:29

main/eudev: move out the rules for predictable net iface names
...
We will probably not use those by default and let those who wants it
opt-in instead of out-out for those who does not want.

Do not delete *.la files manually
...
Since abuild v2.22.0, these are removed automatically unless 'libtool'
option has been specified.
