Reorder arguments passed to addgroup/adduser in scripts.
...
Now all invocations have following order of arguments (if present):
addgroup -S -g ... GROUP
adduser -S -u ... -D -H -h ... -s ... -G ... -g ... USER

We currently have circular dependency avahi -> gtk -> cups -> avahi
We drop building the gtk tools to break this and can build those in
separate package.

we use a -dev subpackage for development like we do for others.
The gobject-introspection is now the runtime only.
This should also fix issue with py-gobject pulling in -dev packages.
