testing/baculum: fix permissions of baculum.users and refactor

Refactor so apache and lighttpd share same baculum.users file and give
www-data group permission to write.
Make all symlinks relative
Move the lighttpd configs to /etc/lighttpd/baculum-{api,web}.conf

Make the symlinks relative so the don't point to a file in the staging
directory, which does not exist on the runtime system.
