.github/CONTRIBUTING.md: Add 'Before you start making changes' section.

It's important to educate contributors to have a habit of being
up-to-date w/ aports repository and checking all places when people
submit patches, i.e. Patchwork and pull requests on GitHub.
It should greatly lessen the possibility of doing already done work.
